What it is
Working titles: PropCross / Collatio. Correlate assessment, permits, and other authorized sources; surface Review Candidates with evidence; suppress weak leads (Insufficient Evidence = no candidate). Staff judgment stays in the loop — not automated assessment.

Output: Assessment Review Evidence Pack → human staff → existing municipal / MPAC process.
